The Teaching and Learning Collaborative (TLC)The Philadelphia Teaching and Learning Collaborative (TLC) provides opportunities for supervisors, staff and independent contractors who are working within the Philadelphia Infant Toddler Early Intervention system to meet Pennsylvania's annual training requirements. All TLC professional development and technical assistance activities are designed to enhance the quality of services provided for families and their infants and toddlers. Early intervention services for families are implemented using a routines-based approach called Participation-Based Services.
